A new way of building the limit should become the hall area regenerator. The sense of the actual border with the see has to be changed using two simple principals: undulate and crystallize in order to invent a machine that works all day and seasons long.
The organization depends on water temperature and humidity and the water state (ice-liquid –steam) in each season. Tourists and residents being present at the same time.
The project is divided in two or three phases but at the start the limit is built. It will be possible to create a great park on the centre because all the main uses are located on the edge. Is not a hard belt, it is like a sponge structure that floats.

This mega-structure project has much to offer as a strategic landscape approach. It focuses on the edge of the river landscape, a condition facing the hillside. The jury has interpreted the project more as a gesture, an almost literary proposal, rather than as a structure to be built. Its ability to be realised as building would require a collection of very large and coordinated programmes, in addition to a large amount of money. Nonetheless, the jury appreciates the programmatic attention given to the river, the ambition to think big accordingly and response to the landscape as the grand gesture and an important reminder to the city of its being a very special and unique spot.
