You can't just snap your fingers and make 13,000 car owners give up their cars. That requires specific changes. The first stage of changes proposes a number of measures to reduce motorization, making the car the most inconvenient way of travel: speed limits in the historic center, reducing the turning radius to 3-4 meters, organization of convenient bicycle-pedestrian infrastructure. This will make the city center more attractive, cleaner, environmentally friendly and less noisy. And the construction of a library building with new halls, a co-working space, a cafe, and an adjacent amphitheater will attract people back to the center. A new bicycle pedestrian bridge will connect the center to the opposite bank of the river and expand the pedestrian and recreational infrastructure.
